I have the honor to acknowledge the receipt of your despatch No. 84 regarding the lots of the French Concession with customs surcharge, and to express my dissent from the views put forth in it, as a subject of such importance, I should feel justified, if I did not, in offering my opinions.
I quite concur with you that with our limited means, ignorance of the languages, and imperfect knowledge of Chinese character, there will be great difficulties in establishing an efficient police throughout the island of Chusan, but it cannot be denied that the island, the town, and district of Tinghae are flourishing. I think that the representations made by the French Plenipotentiary are exaggerated for their own purposes.
The only disturbers to the public peace during nearly three years that we have been in possession, have been the Mandarins, Pichinatiers, and others. And I do not think that, if the Chinese Authorities are friendly, there will be any opposition on the part of the people, while...
